Cross-sectorial dialogue on
Energy Transition in Colombia

With French Development Agency (AFD)

We are currently working on a project under the direction of the French Development Agency (AFD) on energy transition in Colombia.

Building on AFD’s work on macroeconomic trajectory modelling for the Colombian transition (GEMMES), and together with representatives of Colombian ministries, we have developed a new strategy game, PowerShift, that represents key opportunities and obstacles for the transition. The aim is to support cross-sectoral policy dialogue and decision-making around the transition.

In June 2024, we conducted a series of strategy game workshops that brought together participants from different ministries, the private sector, academia and others. We received very positive feedback on the model and on its similarities with the Colombian situation. Participants proposed to use it to better understand the vulnerabilities of the Colombian economy in the face of global transition, to learn from different perspectives and to explore implications of new policies. They see its usefulness both to work with high-level policymakers in Bogotá as well as on a more local and regional level.

In September 2024, we will be in Colombia again together with AFD to use the game in targeted discussions to foster strategic dialogue around the issue of transition.
